Raye Penber is a minor antagonist in the anime/manga series Death Note. He is an FBI agent investigating Light Yagami and the fiancé of Naomi Misora.

- He has a strong sense of justice, would actively help others in danger.
- He deeply loves his fiancée Naomi Misora, refuses to let her investigate Kira's case that would get herself in danger.
- When Kiichiro Osoreda hijacks the bus and Light writes on the piece of paper that he would stop the hijacker, he tells Light he would handle the situation.
- When Light tells him he doubts that he is the bus hijacker's partner, he takes out his FBI badge to ensure that Light doesn't take dangerous actions.
- After Kiichiro Osoreda is hit by a car and died, he tells Light that he is on a secret mission and do not tell others this event.
- Although he did kill his fellow FBI agents, this is because he is controlled by Death Note and coerced by Light, thus he has no control over his actions at that time.
- Before he dies and sees that Light is Kira, he shows remorse that he trusted him too easily, but it is too late.
- His death motivates Naomi Misora to solve the Kira case to revenge him, and leaves an important clue to suspect Light is Kira.
Why He Doesn't Stand Out?[]
- He massively fails the admirable standard to Naomi Misora, Soichiro Yagami and Touta Matsuda, who all did much more admirable acts with similar resources with him.
- He is rather incompetent and easy to trust others, showing his FBI badge that writes his real name on it to Light, which ironically leads to his own demise.
- Although he loves Naomi Misora, he is somewhat possessive, as when Naomi Misora notes that the bus hijacking event where Raye had to show his FBI badge is not a coincidence, he interrupts her and tells her that she is his fiancée now and should no longer be involved in the case.
